Impact assessment

This research project (Crowding-in or crowding-out? Analysis of innovation government support for firms located in Canada), supported by the Treasury Board of Canada Secretariat, uses the novel Business Innovation and Growth Support (BIGS) dataset. The program streams included in the analysis are the Business Development Program (BDP), operated by Atlantic Canada Opportunities Agency (ACOA); Strategic Investments in Northern Economic Development (SINED), operated by Canadian Northern Economic Development Agency (CANNOR); Industrial Research Assistance Program (IRAP), operated by the National Research Council (NRC); CanExport Innovation, Going Global Innovation, and Canadian International Innovation Program (CIIP), all operated by Global Affairs Canada (GAC); and Industry-driven Collaborative Research and Development Grants (CRD) and Innovation Enhancement Grants (IEG), both operated by the Natural Sciences and Engineering Research Council of Canada (NSERC). To conduct the analysis, we use quasi-experimental methods of analysis, including propensity score matching and difference-in-differences (DID) techniques. According to the specificities of the analysis, we implement two-way fixed effects (TWFE), or difference-in-difference with multiple periods (CSDID). These methods contribute to isolating the effect of government support by differentiating those firms that receive support from “identical twin” firms that did not receive support.
